Nitto NPII (Pearl) NJS quill stem
Formerly known as the Nitto Pearl, the NPII is a strong, cold-forged aluminum quill stem hand made in Japan that features classic design, a beautiful polished silver anodized finish.
NJS stamped and available in 80-120mm lengths.

There's often a little confusion about how the extension of these stems is measured, and this diagram from Nitto's catalog sums it up nicely.
The extension is actually 5mm longer than the labeled length (ie: a 100mm stem has a 105mm extension measured true center to center), as shown here:
